(Item 008474) DLUR/S FID2 Encapsulation (X'1500') GDS variable blocking

At the AIW14 DLUR Performance BOF, it was suggested that DLURs and DLUSs        
be allowed to include more than one FID2 Encapsulation (X'1500') GDS            
variable in a BIU sent over the CP-SVR pipe.  Currently, each GDS               
X'1500' has to be sent in a separate BIU, and blocking more than one            
GDS X'1500' into a single BIU could improve network performance,                
especially at network startup and restart times.                                
                                                                                
A new bit (byte 9, bit 5) will be defined to indicate GDS X'1500'               
blocking support in the DLUR/s Capabilities (X'51') control vector.             
Both the DLUR and the DLUS must have the bit set on for either to               
include multiple GDS X'1500's in a single BIU on the CP-SVR pipe.               
                                                                                
It will be an implementation option to determine when to block; however,        
no timers should be created for this function - just block if there is          
more than one GDS X'1500' to be sent.
